Core Administrative Tiers and Support Framework of OFSDP-II
Project Management Unit
Responsible for high-level management, coordination and monitoring. Mandated to execute proposed activities as per the MOD.
Regional CCF Offices
Acts as the supervisory link between project requirements and divisional managements. Reviews overall physical & financial progress.
Divisional Management Unit
14 Units established within Forest Territorial & Wildlife Divisions to head localized ground actions.
Directly implements project actions at the field level. Led by an FMU Chief (Range Officer) and an Assistant FMU Chief (Forester).
Grassroots implementation bodies operating via Joint Forest Management (JFM) mode under strict MoU terms. Functioning as recognized sub-committees of the Gram Sabha.

Deployed at the State Level to extend expert specialized consulting knowledge. Provides strategic technical guidance for layout architecture, resource management and complex performance evaluations.

Stationed directly at the FMU level to coordinate community mobilization. Facilitates field exercises like Participatory Rural Appraisals (PRA), village microplans and connects self-help groups (SHGs) to income-generating activities (IGAs).

Transparency, Accountability & Community Stewardship
Community-based Monitoring, Reporting, and Verification (CMRV) is the technological heart of Phase-II. It empowers VSS members to use mobile applications to record plantation growth, forest health, and SMC work quality.
Phase-II moves beyond participation to leadership. We ensure women occupy key executive roles in VSS and Cluster Level Federations (CLFs).
Annual social audits are conducted at the Gram Sabha level. Every rupee spent and every tree planted is scrutinized by the community to prevent leakage and ensure quality.
Environmental safeguards at OFSDP-II focus on the restoration of degraded forest ecosystems.
